"Following a peaceful way and without disruption in the functioning of institutions, the process of democratic change in Cape Verde marks the beginning of a transition period during which the conditions will be created for the emergence of a new republic. In this new structure, the democratic rule of law will prevail, and without doubt the fundamental rights of citizens."

This document provides an overview of government programs to strengthen human rights in Cape Verde, as well as legislative measures that it has already taken.

"In a short time, about two years, a number of laws have been approved which are essential for the creation of a democratic constitutional state that guarantees the rights, freedoms and guarantees of citizens as enshrined in several international legal instruments, especially in the [African Charter] of Human and Peoples' Rights.
