Press Release: Human Rights Promotion Mission to the Republic of Chad

The African Commission on Human and Peoples’ Rights (the Commission) wishes to inform the public that a delegation of the Commission will undertake a human rights promotion mission to the Republic of Chad from 11 to 20 March 2013. The delegation will be comprised of the following:

  •    Honourable Commissioner Béchir Khalfallah, Commissioner responsible for human rights promotion activities in Chad and Head of Delegation;

  •    Honourable Commissioner Reine Alapini Gansou, Special Rapporteur on Human Rights Defenders in Africa;

  •    Honourable Commissioner Maya Sahli Fadel, Special Rapporteur on Refugees, Asylum Seekers, Internally Displaced People and Migrants in Africa; and

  •    Honourable Commissioner Med S.K. Kaggwa, Special Rapporteur on Prisons and Conditions of Detention in Africa.

The mission will be undertaken as part of the Commission’s promotion mandate under Article 45 of the African Charter on Human and Peoples’ Rights (the African Charter). The objectives of the mission are as follows: promote the African Charter and other regional human rights legal instruments; strengthen relations between the Commission and Chad in the area of the promotion and protection of rights guaranteed by the African Charter and other relevant regional and international legal instruments; assess the level of enjoyment of economic, social and cultural rights by Chadian citizens and the measures taken by the Government towards their implementation; visit prisons and other detention centres in order to be informed of the prison conditions in Chad; and visit refugees and internally displaced people living in camps in order to gather information on their situation.  

During the mission, the Members of the Commission will meet with the major human rights stakeholders, in particular personnel of the relevant ministries and national institutions, civil society organisations and other stakeholders dealing with human rights issues.

At the end of the mission, the preliminary observations of the delegation will be transmitted to the competent authorities and a press conference will be organised. The delegation will present its findings in a report which will be tabled before the Commission during its 54th Ordinary Session.
