Virtual Session

1. The African Commission on Human and Peoples’ Rights (the Commission) held its 39th Extraordinary Session, virtually, from the 8th to the 13th December 2025, chaired by the Honorable Commissioner Idrissa Sow, Chairperson of the Commission, assisted by Honorable Commissioner Hatem Essaiem, Vice-Chairperson.
2. The following members of the Commission participated in the session:
i. The Honorable Commissioner Idrissa Sow, Chairperson;
ii. The Honorable Commissioner Hatem Essaiem, Vice-Chairperson;
iii. The Honorable Commissioner Solomon Ayele Dersso;
iv. The Honorable Commissioner Maria Teresa Manuela;
v. The Honorable Commissioner Rémy Ngoy Lumbu;
vi. The Honorable Commissioner Mudford Zachariah Mwandenga;
vii. The Honorable Commissioner Marie Louise Abomo;
viii. The Honorable Commissioner Janet Ramatoulie Sallah-Njie;
ix. The Honorable Commissioner Geereesha Topsy-Soono;
x. The Honorable Commissioner Litha Musyimi Ogana; and
xi. The Honorable Commissioner Selma Sassi-Safer.
3. The Commission received a request from civil society organizations to establish a Fact-Finding Mission to the United Republic of Tanzania. It deliberated and provided guidance on the matter.
4. The Commission considered three (03) Communications and adopted:
i. One (01) Communication on the merits;
ii. One (01) Communications on admissibility, declared admissible; and
iii. One (01) request for review dismissed.
5. The Commission considered and adopted the following reports:
i. 58th and 59th Combined Activity Reports; and
ii. The follow- up Actions of the 85th Ordinary Session;
6. The Commission deliberated on:
i. The Implementation Plan for the 2026-2028 Strategic Plan;
ii. The Electronic Case Management System; and
iii. The Tripartite Study on Litigating Women’s Rights.
7. The following meetings of the ACHPR Special Mechanisms were held:
i. The Meeting of the Committee on Resolutions; and
ii. The Meeting of the Working Group on Communications.
8. The Commission adopted the following resolutions:
i. Resolution on the development of the General Comment on the Prevention of Torture in Non-Custodial Settings; and
ii. Resolution on the African Commission’s Contribution to the Implementation of the African Union’s Theme for the Year 2025.
9. The Commission was briefed on following activities:
i. The Commission Bureau’s working visit to Addis Ababa from November 18 to 21 2025; and
ii. The 7th African Union–European Union Summit held on November 24 and 25, 2025, in Luanda, Angola.
10. The Commission had briefing and discussion session with the United Nations Special Procedures on the Outcomes of the Joint Retreat on the Addis Ababa Roadmap;
11. The Commission also had a briefing and discussion with the Office of the United Nations High Commissioner for Human Rights on the National Recommendation Tracking Database (NRTD).
12. The Commission decided to hold its 86th Ordinary Session from February 23 to March 9, 2026, and its 87th Ordinary Session from April 24 to May 4, 2026, for the private segment, and from May 11 to 20, 2026, for the public segment.
