Republic of Tunisia: 10th to 18th Combined Periodic Report, 2006 - 2024

Introduction

1. The Republic of Tunisia submits its combined report covering the tenth to eighteenth periodic reports (2006–2024), in accordance with the provisions of Article 62 of the African Charter on Human and Peoples' Rights1. This report presents the legislative, institutional and operational measures adopted to ensure the effective implementation of the rights and freedoms enshrined in the Charter.

2. The preparation of the present report was carried out by the national mechanism for the drafting of reports and follow-up to recommendations, namely the National Commission for the Coordination, Drafting, Submission of Reports and Follow-up to Recommendations in the Field of Human Rights. This work was based on the recognized guidelines and methodological standards in this field.

3. This report is part of a pivotal period in the contemporary history of the Republic of Tunisia, marked by profound changes that have led to a reconfiguration of the political system and the holding of several political and electoral deadlines. These transformations were initiated by the Revolution of Freedom and Dignity, unleashed on December 17, 2010, which put an end to an authoritarian regime that had exercised power for twenty-three years. Initially, the Constitution of 1 June 1959 was suspended by Decree No. 14 of 2011, dated 23 March 2011, relating to the provisional organisation of public authorities. Subsequently, Constituent Law No. 6 of 2011, dated December 16, 2011, on the provisional organization of the public authorities, was adopted by the Tunisian National Constituent Assembly on December 10, 2011. This law served as the basis for the establishment of a new constitutional order, in force until the adoption of the Constitution of 27 January 2014.
