The African Commission on Human and Peoples’ Rights (the Commission), meeting at its 87th Ordinary Session, held from 24 April to 20 May 2026 in Banjul, The Gambia;
Recalling its mandate to promote and protect human and peoples’ rights in Africa under Article 45 of the African Charter on Human and Peoples’ Rights;
Recalling also Resolution ACHPR/Res.590 (LXXX) 2024 establishing the Joint Fact-Finding Mission on the Human Rights Situation in the Republic of the Sudan, mandated to investigate allegations of violations and abuses of human rights and international humanitarian law arising from the conflict that erupted on 15 April 2023;
Further recalling Resolutions ACHPR/Res.609 (LXXXII) 2024, ACHPR/Res.635 (LXXXIII) 2025 and ACHPR/Res.642 (LXXXV) 2025, through which the Commission successively extended the mandate of the Joint Fact-Finding Mission to continue its documentation, reporting and follow-up activities;
Taking note of the publication of the first report of the Joint Fact-Finding Mission, as well as the progress made in documenting serious violations of human rights and international humanitarian law in the Sudan;
Taking note with satisfaction of the on ground mission conducted by the Joint Fact-Finding Mission in the Republic of Chad, which enabled the collection of relevant information from refugees, victims, witnesses and other concerned stakeholders, and commending the progress achieved by the Mission in documenting alleged violations as well as in the preparation of its second report, based in particular on findings and information gathered during that mission;
Deeply concerned by the continuation of the armed conflict in the Republic of the Sudan, which continues to result in massive civilian casualties, forced displacement, sexual and gender-based violence, destruction of civilian infrastructure, and grave humanitarian suffering;
Recognizing the continuing importance of independent monitoring, documentation, preservation of evidence, a victim-centered approach, and oversight of recommendations aimed at ensuring accountability, justice and the protection of civilians;
Recognizingalso the cooperation extended by certain States and stakeholders, and emphasizing the need for sustained access and full cooperation from all relevant authorities and actors to facilitate the work of the Mission;
Noting that additional time is necessary to enable the Mission to complete the planned field activities, deepen its engagement with victims and witnesses, verify and consolidate the information collected, and coordinate its work with relevant national, regional and international accountability mechanisms;
The Commission decides to:
- Extend the mandate of the Joint Fact-Finding Mission on the Human Rights Situation in the Republic of the Sudan for an additional period of one (1) year from the expiry of its current mandate;
- Maintain the objective of undertaking on ground missions in the Sudan, subject to security and access conditions, as well as in neighboring countries hosting refugees and affected populations;
- Request the African Union to continue providing the necessary financial, technical and logistical support to ensure the effective implementation of the Mission’s mandate;
- Urge all parties to the conflict, as well as neighboring States and other relevant stakeholders, to cooperate fully with the Joint Fact-Finding Mission and to guarantee safe, unhindered and confidential access to persons, places and information relevant to the execution of its mandate;
