The African Commission on Human and Peoples’ Rights (the Commission), meeting at its 85th Ordinary Session, held from 7 to 30 October 2025 in Banjul, The Gambia,
Recalling its mandate to promote and protect human and peoples’ rights in Africa, in accordance with Article 45 of the African Charter on Human and Peoples’ Rights;
Further recalling its Resolution ACHPR/Res.590 (LXXX) 2024, establishing the Joint Fact-Finding Mission on the Human Rights Situation in the Republic of the Sudan, with a view to investigating alleged violations and abuses of human rights and international humanitarian law arising from the conflict that broke out on 15 April 2023;
Also recalling Resolutions ACHPR/Res.609 (LXXXII) 2024 and ACHPR/Res.635 (LXXXIII) 2025, through which the Commission extended the mandate of the Joint Fact-Finding Mission to enable it to continue its documentation and reporting activities;
Considering the progress made by the Joint Fact-Finding Mission, including the completion and adoption of its first comprehensive report by the Commission during the 84th Ordinary Session, held virtually from 21 to 30 July 2025;
Noting further that the said report was officially published on 21 October 2025 during the 85th Ordinary Session of the Commission, thereby marking an important milestone in documenting and responding to the grave human rights and humanitarian situation in Sudan;
Recognizing the continued importance of the Commission’s role in monitoring, documenting, and reporting on the human rights situation in Sudan, as well as in following up on its recommendations in coordination with relevant stakeholders;
Acknowledging the cooperation extended by the Republic of Chad, which granted authorization for field access, as well as the positive engagement of the Republic of the Sudan, in principle, to facilitate the work of the Mission;
Noting that additional time is required to enable the Mission to carry out the planned field activities, to verify and consolidate the information already collected, and to engage with national, regional, and international actors to support accountability, justice, and the protection of victims;
The Commission decides:
1. To extend the mandate of the Joint Fact-Finding Mission on the Human Rights Situation in the Republic of the Sudan for an additional period of six (6) months, starting from 3 November 2025;
2. To maintain the objective of conducting a field mission in Sudan and in neighboring countries;
3. To request the African Union to provide financial and logistical assistance to ensure the effective implementation of the Mission’s mandate;
4. To encourage the Government of the Republic of the Sudan and neighboring States to fully cooperate with the Fact-Finding Mission, including by allowing it to carry out its mandate unhindered and in full security;
