Resolution on the extension of the Mandate of the Joint Fact-Finding Mission (JFM) on the Human Rights Situation in Sudan - ACHPR/Res.635 (LXXXIII) 2025

The African Commission on Human and Peoples' Rights (the Commission), meeting at its 83rd   Ordinary Session held from 02 to 22 May 2025, in Banjul, The Gambia

Recalling its mandate of promotion and protection of human and peoples’ rights in Africa, in accordance with Article 45 of the African Charter on Human and Peoples' Rights (the African Charter);

Further recalling its previous resolutions ACHPR/Res.590 (LXXX) 2024, establishing the Joint Fact-Finding Mission (JFM) on the human rights situation in Sudan, and ACHPR/Res.609 (LXXXII) 2024, extending the mandate of the FFM;

Noting that the FFM has conducted its work in a virtual format due to the prevailing security situation in Sudan, and has made significant progress in collecting testimonies, documenting human rights violations, and is in the process of finalizing its report;

Recognizing the importance of carrying out a field mission in Sudan, and in neighboring states, subject to favorable security conditions and the necessary authorizations from the Sudanese authorities and the neighboring states concerned;

Decides:
1.    To extend the mandate of the Joint Fact-Finding Mission (JFM) on the human rights situation in Sudan for an additional period of six (6) months, starting on May 03, 2025;
2.    To maintain the objective of carrying out a field mission in Sudan and neighboring countries;
3.    To reconstitute the composition of the Joint Fact-Finding Mission as follows:
o    Hon. Commissioner Hatem Essaiem (Chairperson of the Joint Fact Finding Mission) ;
o    Hon. Commissioner Janet Sallah Njie ;
o    Hon. Commissioner Solomon Ayele Dersso ;
o    Hon. Commissioner Litha Musyimi Ogana ; 
o    Hon. Commissioner  Selma Sassi Safer ; and
o    Ms. Seraphine Kando, Human Rights Specialist at the Governance and Conflict Prevention Directorate - Department of Political Affairs, Peace and Security of the African Union.
4.    To urge the Sudanese authorities and all other relevant stakeholders to fully cooperate with the FFM to ensure the effective fulfillment of its mandate.
