REQUEST FOR PROPOSAL FOR THE PROVISION OF TRAVEL AGENCY SERVICE Procurement Number: REF:ACHPR/CT/01/2020

The African Commission on Human and Peoples’ Rights is the premier regional institution responsible for the promotion and protection of human and peoples’ rights in Africa, as well as interpretation of the African Charter on Human and Peoples’ Rights (African Charter or Charter) – its constitutive treaty, and the normative framework on which the African human rights system is anchored. The African Commission’s protective mandate is complemented by the African Court on Human and Peoples’ Rights (the “African Court”), and further in the implementation of its mandates, and as mandated by the Charter, it cooperates with other “African institutions concerned with the protection of human and peoples’ rights”. It also submits its activity reports for adoption by the Assembly of Heads of State and Government of the AU, before publication.

The African Commission on Human and Peoples’ Rights now invites proposals from eligible bidders/ Travel Agents to provide Travel agency Services.  

 More details on the services are provided in the attached Terms of Reference.

The financial and technical offers must be delivered in two separate inner envelopes to the address below on or before 15 December 2020 at 5 pm local time. Envelopes should be clearly marked with the Title of the procurement and procurement number.

The African Commission on Human and Peoples’ Rights shall sign a framework agreement for TWO years with a successful bidder with a possibility of extension subject to satisfactory performance.

Bidders are required to provide, but not limited to the following:

  • Valid registration documents,
  • Audited financial statements
  • Latest Tax Clearance Certificate.
  • Submission of a technical and financial proposal in the format provided in the bid document. (Technical and financial offers must be in two separate sealed envelopes)
  • Where bidders are bidding as a joint venture, a joint venture agreement or Memorandum of understanding is required. It should be clearly indicated who the lead bidder is.

Bids shall be valid for a period of 90 days. Bid opening will be done in the presence of bidders or bidders’ representatives who will choose to attend, at ACHPR Offices. The date and the time will be communicated later.

Late bids will be rejected and returned unopened to bidders.

A firm will be selected under Quality and cost Based Selection Method and procedures described in this RFP.

The bid is open to all eligible firms from AU/UN affiliated countries.
