The Second Periodic Report of Algeria consists of two parts. The first part, General Elements, deals with the political structure, the general legal framework for the protection of human rights and international instruments in relation to internal order. The second part contains an Article-by-Article description of the state of implementation of the Charter.
From the Introduction: "Since the presentation of the initial report in April 1996, the Algerian authorities have relentlessly pursued their work of consolidating the rule of law, of pluralist democracy and of the promotion and protection of human rights, despite constraints related to terrorist criminality. Thus, two important elections took place, a new Constitution was adopted, new mechanisms to promotehuman rights were put in place, and some aspects of the legislation were brought into line with the new realities. Finally, the associative life was encouraged.
