The African Commission on Human and Peoples’ Rights (the Commission), meeting in its 81st Ordinary Session, held in Banjul, The Gambia, from 17 October to 6 November 2024;
Recalling that, in the discharge of its mandate of promotion and protection under Article 45 of the African Charter on Human and Peoples’ Rights, the Commission has established various mechanisms for the promotion and protection of human and peoples’ rights in Africa;
Recalling its Resolution on the Renewal of the Mandate, Appointment of the Chairperson and Reconstitution of the Working Group on the Death Penalty, Extrajudicial, Summary or Arbitrary Executions and Enforced Disappearances in Africa - ACHPR/Res. 456 (LXVI)2020;
Further recalling its Resolution ACHPR/Res.531 (LXXIII) 2022 on the renewal of the mandate and reconstitution of the Working Group on the Death Penalty, Extrajudicial, Summary or Arbitrary Executions and Enforced Disappearances in Africa which renews the mandate of two experts and appoints three experts for two years starting from 9 November 2022;
Noting with appreciation the work accomplished by the Working Group under the leadership of Commissioner Idrissa Sow in the discharge of its mandate;
Bearing in mind the Standard Operating Procedures for its Special Mechanisms, adopted at its 27th Extraordinary Session, held from 19 February to 4 March 2020 in Banjul, The Gambia, and noting with guidance the provisions of these procedures relating to the modalities of work, appointment, composition, duration of the mandate, conduct of mandate holders as well as the term of office of the Expert Members;
Decides to:
i. Renew the mandate of the members of the Working Group for a period of two (02) years, starting from 6 November 2024, as follows:
• Commissioner Idrissa Sow, Chairperson;
• Commissioner Maria Teresa Manuela, Vice-Chairperson;
• Commissioner Ourveena Geereesha Topsy-Sonoo, Member;
ii. Renew the mandate of the following expert members for the same period:
• Dr. Nouazi Kemkeng Carole Valerie (Central Africa);
• Mr. Kevin Gitau Mwangi (Eastern Africa);
• Mr. Ngane Ndour (West Africa);
• Mr. Fadi Khalil (Northern Africa);
• Dr. Ntandokayise Ndhlovu (Southern Africa)
