The first part of this 12-page report gives general information on Uganda. The second part deals with international instruments signed, the protection of civil and political rights, the protection of economic, social and cultural rights, protection of group rights, improvement of the conditions of women, policies and legislation for the improvement of conditions of children, improvement of conditions of the disabled, protection of the family and human rights education.

The following problems are encountered in implementing the Charter

  • Lack of adequate resources because of budgetary constraints
  • Armed conflict and instability in parts of northern and western Uganda
  • Tradition and Culture, leading to oppression or disadvantages for certain sections of society
  • Ignorance:
  • The slow process of law reform
