Press Release on the Change of Power in the Republic of Madagascar

The African Commission on Human and Peoples’ Rights (the Commission), through its Country Rapporteur for Madagascar, the Honourable Commissioner Hatem Essaiem, Vice-Chairperson of the Commission, has been following with keen attention and deep concern the recent developments relating to the change of power in the Republic of Madagascar.

According to verified reports, on 14 October 2025, the Malagasy Armed Forces seized power in the wake of popular demonstrations, culminating in the swearing-in of Colonel Michael Randrianirina as President of the Republic on 17 October 2025.

The Commission expresses its deep concern about this situation and recalls the importance of respecting constitutional order and the principles of democratic governance enshrined in the African Charter on Human and Peoples’ Rights, the African Charter on Democracy, Elections and Governance, as well as other relevant instruments of the African Union.

It underscores that the maintenance of political stability, strict adherence to the Constitution, and the conduct of peaceful transitions are indispensable for the protection of fundamental rights, the preservation of peace, and the promotion of sustainable development in the country.

The Commission calls upon the de facto authorities and all relevant stakeholders to act with utmost responsibility and engage in inclusive dialogue to ensure the prompt and complete restoration of constitutional order, in accordance with the decisions and guidelines laid down by the African Union and the Southern African Development Community (SADC).

The Commission further calls upon the security forces to uphold the safety, liberty and dignity of all citizens, including human rights defenders, journalists and political actors, and to refrain from any act that could undermine human rights.

The Country Rapporteur for Madagascar remains seized of developments in the situation and will continue to closely monitor the impact of these events on the enjoyment of human rights in the country.

The Commission expresses its solidarity with the Malagasy people and encourages all national, regional and international stakeholders to support ongoing efforts towards reconciliation and the restoration of a constitutional order founded on democracy, justice and the rule of law.
