24 October 2022, Banjul, The Gambia - The Secretariat of the African Commission on Human and Peoples’ Rights (the Secretariat) wishes to inform the general public that the Special Mechanisms (Working Group on Extractive Industries, Environment and Human Rights Violations in Africa (WGEI) and the Working Group on Economic, Social and Cultural Rights in Africa (ECOSOC)) of the African Commission on Human and Peoples’ Rights (the Commission), will be jointly organizing an Inception Workshop and Experts’ Consultation on the Study on the Impact of the Climate Change on Human and Peoples’ Rights in Africa, from 18 to 19 November 2022, in Dakar, Senegal.
The Inception Workshop, which is part of the promotion mandate of the Commission, is being organized within the framework of Article 45 of the African Charter on Human and Peoples’ Rights (African Charter) and funded by the European Union (EU) under the EU/AGA Support Project 2021-2023.
The overall objective of Inception Workshop, is to start the process of conducting the Study on the Impact of the Climate Change on Human and Peoples’ Rights in Africa and define the scope, parameters and terms of reference of the project; and outline the project implementation plan involving the drafting of the Study, prior to its submission for adoption by the Commission.
As part of this process, the inception Workshop is expected to: -
- conduct a preliminary scoping analysis of the state of affairs and the consequences of climate change on the respect, protection and realization of human and peoples' rights on the African continent, including with particular reference to the relevant provisions of the African Charter, as well as the mandate and work of the ACHPR;
- investigate other consequences of climate change on the respect, protection and realization of human and peoples' rights on the African continent, and identify the various thematic human rights issues that are most vulnerable to climate change adversities and which should be included in the Study;
- conceptualize the Study on Impacts of Climate Change on Human Rights in Africa; and
- define the scope of the Study, its Terms of Reference, Methodology and Implementation Roadmap i.e. the steps towards finalizing the Study and submission for adoption by the African Commission
The Inception Meeting will be attended and facilitated by Honourable Commissioner Solomon, Ayele Dersso, Honourable Commissioner Mudford Zacharia Mwandenga, Expert Members of the two Working Groups, Members of other Special Mechanisms dealing with thematic issues most affected by climate change, Independent Experts and Staff of the Secretariat.
