Press Release: Technical Meeting on Drafting a General Comment on Victims’ Right to Redress under Article 5 of the African Charter & Joint Meeting

26 June 2015, Banjul, The Gambia - The Secretariat of the African Commission on Human and Peoples’ Rights (the Secretariat) wishes to inform the general public that the Committee for the Prevention of Torture in Africa (CPTA) and the Special Rapporteur on Prisons and Conditions of Detention in Africa, Special Mechanisms of the African Commission on Human and Peoples’ Rights (the Commission) will be organizing the following Meetings in Accra, Ghana, from 6 to 8 July 2015: 

1.     Technical Meeting on Drafting a General Comment on Victims’ Right to Redress under Article 5 of the African Charter: 6 to 7 July 2015; and

2.     Joint Meeting on Implementing the Guidelines on Conditions of Arrest, Police Custody and Pre-Trial Detention in Africa and Combating Torture: 8 July 2015.

The Meetings, which are part of the promotion mandate of the Commission, are being organized within the framework of Article 45 of the African Charter on Human and Peoples’ Rights (African Charter). 

The Technical Meeting on Drafting a General Comment on Victims’ Right to Redress under Article 5 of the African Charter will explore the status quo regarding victims’ access to redress on the continent and identify challenges and gaps whilst;   the Joint Meeting on Implementing the Guidelines on Conditions of Arrest, Police Custody and Pre-Trial Detention in Africa and Combating Torture will review the action plan adopted at the Consultative Meeting on the Luanda Guidelines held on 20 November 2014, in Accra, Ghana, and identify areas and opportunities to strengthen a rights based approach to pre-trial detention in Ghana. 

Honourable Commissioners Lawrence Murugu Mute, Chairperson of CPTA, Med S. K. Kaggwa, Special Rapporteur on Prisons and Conditions of Detention in Africa and Lucy Asuagbor, Member of CPTA, will be attending the said Meetings. Other participants include Expert Members of CPTA, the Commission of Human Rights and Administrative Justice of Ghana, the United Nations, Ghanaian Government Institutions, Academia, legal Practitioners, and Civil Society Organisations.
