The Republic of Benin submitted three reports to the Commission, respectively over the period 1993-1994, 1995-1996 and 1997-1998. The first part of each report contains a description of the legal mechanisms for the protection of human rights and the international treaties ratified by the country. The second part concerns the realities and opportunities in this area, by type of law as well as measures taken by Benin for the promotion of human rights. The third section contains an overview of obstacles and the fourth part solutions which the government has identified and is planning to undertake.

In general, Benin has experienced a steady improvement in the democratization process and establishing the rule of law including the establishment of the institutions of cons - power .. This has been achieved thanks to the Constitution of 11 December 1990 which, in fact, through the rules that are laid down made some positive changes in the direction of strengthening the rights and freedoms recognized and guaranteed ..
