Virtual Session
24 July – 02 August 2024
1. The African Commission on Human and Peoples’ Rights (the Commission), held its 80th Private Ordinary Session (the Session), held virtually from 24 July to 02 August 2024.
2. The Session was chaired by Honourable Commissioner Rémy Ngoy Lumbu, Chairperson of the Commission, assisted by Honourable Commissioner Ramatoulie Sallah-Njie, Vice-Chairperson of the Commission.
3. In his opening address, the Chairperson of the Commission welcomed the Members of the Commission, as well as the Secretariat, wishing everyone fruitful deliberations during the Session.
4. The following Members of the Commission participated in the Session:
i. Honourable Commissioner Rémy Ngoy Lumbu, Chairperson;
ii. Honourable Commissioner Janet Ramatoulie Sallah-Njie, Vice-Chairperson;
iii. Honourable Commissioner Solomon Ayele Dersso;
iv. Honourable Commissioner Hatem Essaiem;
v. Honourable Commissioner Maria Teresa Manuela;
vi. Honourable Commissioner Mudford Zachariah Mwandenga;
vii. Honourable Commissioner Marie Louise Abomo;
viii. Honourable Commissioner Ourveena Geereesha Topsy-Sonoo;
ix. Honourable Commissioner Idrissa Sow;
x. Honourable Commissioner Litha Musyimi-Ogana; and
xi. Honourable Commissioner Selma Sassi Safer.
5. The Commission considered and adopted its agenda after amendments.
6. The Commission considered in plenary session and adopted, with amendments, the reports of the meetings held during the same period by its various Working Groups, as indicated below:
i. Report of the Secretariat on Administrative Seizures;
ii. Report on the Audit of Communications;
iii. Report of the Secretariat on the Implementation of Follow-Up Actions and Decisions; and
iv. Report of the Chairperson on the Mid-Year Summit.
7. Furthermore, the Commission considered and adopted the Concluding Observations on the Combined Periodic Report (2015-2021) of the Republic of Mozambique
8. The Commission considered and adopted decisions relating to thirteen (13) Communications, as follows:
i. Five (5) Communications on the Merits; and
ii. Eight (8) Communications on Admissibility, of which six (6) were declared admissible and two (2) inadmissible.
9. Concerning Resolutions, the Commission considered and adopted the following six (6) Resolutions, which will be published on the Commission’s website https://achpr.au.int/en
i. Resolution on the Renewal of the Mandate of the Working Group on the Rights of Older Persons and Persons with Disabilities in Africa and on the Appointment of its Chair and Members;
ii. Resolution on the Joint Fact-Finding Mission to the Republic of Sudan;
iii. Resolution on the Need to Undertake a Study on Digital Violence Against Women’s Rights in Africa;
iv. Resolution for the Development of a Model Law on the Implementation and Domestication of the Protocol to the African Charter on Human and Peoples’ Rights on the Rights of Women in Africa;
v. Resolution on the need to develop Guidelines on the drafting of periodic reports covering the rights to freedom of association (Article 10) and assembly (Article 11) in Africa; and
vi. Resolution of the Development of an Analytical Study on Challenges of Litigating Women’s Rights at the AU Human Rights Organs.
10. Further, the Commission considered and rejected the Resolution on the Development of Guidelines on the Intersectionality and Cross-Cutting Nature of Women’s Rights Among Special Mechanisms of the African Commission on Human and Peoples' Rights.
11. The Commission decided to hold its 81st Ordinary Session in person from 17 October to 06 November 2024, in Banjul, The Gambia.
