Press Release on the Meeting of the Working Group on the Death Penalty in Africa

The African Commission on Human and Peoples’ Rights (Commission ) wishes to inform the general public that a meeting of the Commission’s Working Group on the Death Penalty in Africa (Working Group) will be taking place from 23 to 24 August 2012, in Johannesburg, South Africa.

The meeting, which is part of the promotion mandate of the Commission, is being organized within the framework of Article 45 of the African Charter on Human and Peoples’ Rights (African Charter), and more specifically, in accordance with ACHPR /Res.79 (XXXVIII) 05, which requires the Working Group to, amongst other things, develop a Strategic Plan, including a practical and legal framework on the abolition of the death penalty, collect information, and continue to monitor the situation of the application of the death penalty in States Parties to the African Charter.

The meeting of the Working Group is intended to start the process of the drafting of an Additional Protocol to the African Charter on the Abolition of the Death Penalty in Africa, which is one of the recommendations of the Study on the Question of the Death Penalty in Africa”. It will be recalled that this Study was conducted by the Working Group and adopted by the Commission during its 50thOrdinary Session, held from 24 October to 7 November 2011, in Banjul, The Gambia.

Commissioners Med. S.K. Kaggwa and Maya Sahli Fadel, Members of the Commission as well as the Working Group, will lead the upcoming discussions in Johannesburg, while Expert Members of the Working Group, Professor Philip Iya and Professor Carlson Anyangwe will also participate. The meeting will be assisted by Members of the Commission’s Secretariat.
