Letter of Appeal to the Republic of Kenya

On 26 May 2017, the Commissioner Rapporteur on the Human Rights Situation in the Republic of Kenya and the Chairperson of the Working Group on Death Penalty and Extra-Judicial, Summary or Arbitrary killings in Africa, transmitted a Letter of Appeal to the President of the Republic of Kenya regarding the widespread patterns of extra-judicial killings implicating the police in Kenya and the equally unsettling lack of investigation and prosecution of such cases of extra-judicial killings. The Letter of Appeal highlighted the statistics brought to the attention of the Commission, including that sixty (60) people were killed by Police in Kenya between January to March 2017, of which thirty-three (33) were cases of summary executions. It also made reference to widely publicized cases of police killings, including most recently such incidents as took place in the Eastleigh neighbourhood of Nairobi on 31 April 2017.
