The report provides an overview of the characteristics of Libya and its institutions. It then outlines the legislative and judicial guarantees with regard to human rights and basic
liberties and continues with a review of comparative texts of the Articles of the Charter vis-a-vis the Libyan legislation.

From the Conclusion:
"In conclusion we hope that we have presented a clear picture of the legislative and judicial guarantees which obtain in the Great Jamahiriya in respect of the rights and
basic liberties of the individual in civil, political, economic, social and cultural considerations. These are in line with what the charter requires the states party to it. Our review also ..emphasises the fact that the African Charter on human and people’s rights should be totally implemented and incooperated into this legislation."
